Inland Revenue Christchurch

The Inland Revenue Christchurch project is designed by Warren + Mahoney to be a welcoming, calm workplace that connects people, and people to place. The design team worked with Heritage Carpets to deliver  2980m2 of carpet tiles that met both the stringent environmental standards, goals and aesthetics for the project.

We chat with WaM’s Holly Gapinski and Sarah Budden from the design team:

HC: What was the overall brief/aesthetic for the whole space?

WaM: Inland Revenue Christchurch – Our Kāinga – a home for all. A workplace that elevates a sense of belonging.

A design inspired by Ngā Hau e Whā – The Four Winds – reflecting nature, navigation, and balance. A gathering place for all, fostering a safe and inclusive environment that unites people, nurtures belonging, prioritises wellbeing and sustainability, and empowers individuals to thrive. The material palette embodies the unique characteristics of each wind, and the geometric carpet captures the essence of the Canterbury Plains. This project emphasises low-carbon, sustainable design, showcasing what can be achieved within a modest budget.

HC: How did the choice of carpet express the design concept and practicalities of the fit-out?

WaM: We explored four approaches, selecting a 500 x 500 carpet tile layout inspired by the Canterbury Plains. This optimised geometric design uses large square sections with 45° cuts to create diagonal geometry, delivering a minimalist, serene aesthetic and simplified installation.

HC: How did Heritage Carpets assist the success of the project?

WaM: Heritage Carpets’ collaboration was key to this project’s success, with their extensive sampling ensuring the palette captured Ngā Hau e Whā and the Canterbury Plains’ natural tones.

Heritage Carpets supported us with detailed environmental documentation for integration into our carbon tracking project that was running in parallel, enabling us to meet sustainability targets. Their responsiveness and collaborative approach allowed us to confidently specify a flooring solution that aligned with both the visual intent and our low-carbon aspirations.

HC: Why do you like working with  Heritage Carpets?

WaM: Their responsiveness, transparency, and attention to detail—especially around colour matching and sustainable product options—made the process seamless. We really value their willingness to go the extra mile to help us deliver considered, meaningful design outcomes.
